More parents, grandparents, and visitors land in Toronto on a Super Visa or visitor visa than in almost any other Canadian city. That's exactly why this page exists: to give Toronto and GTA families a straight answer on what insurance they actually need, backed by IRCC's own rules and by real cases of what's happened locally to families who got it wrong.

OHIP does not cover visitors — this is not a technicality
The Ontario Health Insurance Plan is restricted to Ontario residents. Tourists, visitors, and people in Canada on a visitor visa or Super Visa are explicitly excluded, no matter how many times they've visited before or how long they plan to stay. If a parent visiting from Punjab, a grandmother visiting from Manila, or a visitor from Guangzhou needs emergency care at any hospital in the GTA — North York General, Scarborough Health Network, Trillium Health Partners in Mississauga, William Osler in Brampton, Lakeridge Health in Whitby — that visit is billed privately unless there's a policy in place.
This isn't a rare edge case. It has happened to families in this region, and it made the news.
What it's actually cost Toronto-area families
Two recent, reported cases from the GTA:
Brampton, Ont. — $96,311 hospital bill
A woman visiting her family from India was hospitalized with hypoxic respiratory failure. The family had purchased a travel insurance policy, but the claim was denied, leaving them responsible for the bill. CTV News Toronto, April 2025

A woman visiting family from the United States became ill and was hospitalized without travel insurance in place. The family was left with the full bill. CTV News Toronto, March 2026
Notice that the Brampton family did have a policy — it simply didn't hold up when they needed it. That's the real risk with visitor and Super Visa insurance: it's not just about having a policy, it's about having one whose pre-existing condition clauses, exclusions, and claims process have actually been checked before you need them. This is the comparison work we do.

If you're not sure which applies, it comes down to one question: is the person entering on an actual Super Visa, or a regular visitor visa / eTA / visa-exempt stay? The Super Visa route has a hard $100,000 / 1-year floor set by IRCC. General visitor coverage is more flexible — but as the Whitby case shows, no less necessary.
Arriving at Toronto Pearson (YYZ)
Pearson is the entry point for most Super Visa parents and grandparents heading to the GTA, and for a large share of Canada's visitor traffic overall. Before that flight lands:
- Buy the policy before departure, not on arrival. A quote is not proof of insurance, and coverage can't be applied retroactively.
- Carry the policy confirmation in hand baggage. Border services officers can ask for proof of insurance on each entry, not just the first.
- Confirm the document shows the insurer's name, coverage amount, policy period, and the insured person's name. A quote screenshot or a broker's letterhead alone doesn't satisfy the Super Visa requirement.
- Read the pre-existing condition clause before you buy — not after a claim is denied. This is what caught the Brampton family out.

Built for the scale of Toronto's Super Visa families
Toronto isn't an incidental market for this — it's the largest one in the country. As of the 2021 Census, the South Asian population of the Toronto census metropolitan area was about 1.18 million people, roughly 19% of the CMA's total population and the single largest racialized group in the region, concentrated in Toronto proper, Brampton, and Mississauga.
